You have to unlock stationerys by actually sending out original swapnotes.
So get to spamming your friends list with twitter like picture updates until you unlock all the features, and then get to spending coins on more stationery to use in those notes.

I can only imagine the endless FC swapping that is going on on those 2 3DS's that you have linked up to do this.
