Sure, though this certainly won't be all inclusive as I haven't played the game at all since beating it a week after it was released.
The story was outright boring after the initial "cool factor". Nothing happened--ever. Judging by this and Killer7, Suda51 seems to have problems balancing story and gameplay. Killer7 had a bizarre story with absolutely no gameplay, whereas NMH had generally fun gameplay with absolutely no story. You can claim that the game's story was supposed to be a parody or a spoof, but I think that's just a weak mask for what ended up being a very, very bland plot.
On the gameplay side we have,right off the top of my head, a completely empty city. This served little purpose outside of the two or three blocks that actually housed interactive shops. This made sure that there was very little to do while not massacring hordes of enemies leading up to the boss fight. This sprawling wasteland of an overworld made it extremely frustrating to earn enough money. If you finished a job, instead of simply doing it again, you had to drive all the way back to the other side of town to activate it again. This is also true upon failing and having to redo certain missions.
Now don't get me wrong, I had fun playing the game overall, but it didn't feel as if it were quite a finished product.
