start->run (or Windows key + R)
shutdown -f -t 00

That command literally is Shutdown -f(Force Quit) -t(Time 0 seconds or now).  Macs have a similar command for logging off and shutting down but off the top of my head I can't remember it.

Also if you put a -r in their it tells it to restart.  If you are on the command line shutdown /? (or help shutdown) will give you more options or you can look it up in help.
For *nix (that includes you OSXers) the man command, as you probably know, is your friend and I'm sure there is an equivalent command.

It exits all the programs and gets to the "windows is shutting down" phase. Then stops there. Never to proceed.
