If the 4x3 square image from F-zero looks squished (tall/skinny), then the game is doing its job, and the game was set correctly. It should be obvious when you toggle between Normal & Widescreen options.
GameCube and DVD players rely on the "old" widescreen method, where the image still ONLY occupies about 640x480, and it's up to the user to make the TV stretch the image properly. In the case of typical Widescreen HDTVs, it must be set to Stretch the picture horizontally, rather than inserting black bars on the sides. xbox360 HD images don't deal with this at all, because HD doesn't require stretching.
That's about the best I can say, without knowing the exact TV model you have and maybe a photo of how F-Zero shows up.
