Yes, that's Kid Dracula.
It's a Konami series with games on the NES and the GB (which I had). Only the GB game came to the US.

The story of Kid Dracula is relatively simple. The self-proclaimed Demon King, Kid Dracula, has awoken from a long sleep, only to discover that the evil dinosaur-like creature Garamoth has challenged him (note that a character named Galamoth makes an appearance in Castlevania: Symphony of the Night). Swiping his father's cape, it is then up to Kid Dracula himself to set out on the adventure to destroy the monster.
The game is basically a platformer. You move till you reach a boss, fight him, get a new power, and next level. The cool thing was Kid Dracula could turn into a bat (from the start I think) and fly for a limited time. For a 2D platformer this added some dimension.
I have pretty good memories of this game, but I don't know where my copy is.
