The new guy, though, only appeared in the anime. They did make an F-Zero game based on the anime, but the storyline is not canon to the real F-Zero universe, so I doubt they would use characters from the anime.
Then again, Sakurai is a crazy guy and thus anything may happen :p .
Well Captain Falcon could have been replaced with Rick Wheeler/Ryu Suzaku seeing as how he was kind of the main character in the anime series and the last two F-Zero games to come out, although Captain Falcon was just as prominent, for the most part, in both games and the anime. Saying that, I still feel that Captain Falcon is the most reconizable F-zero Character, and as such
has to be in the game.
Also,
this (BTW, that is Rick/Ryu who is says "Captain Falcon") pretty much solidifies how important Captain Falcon is to the Smash series, and vice versa.
Here is an interesting fact; Maximum Velocity, which happens about a quarter of a century after X, has a hidden racer called the Blue Falcon MkII which is driven by Kent Akechi, who claims to be Falcon's son (in fact he and his car are the only real links to previous F-Zeros in Maximium Velocity). It would be kind of cool, albeit obscure, if he replaced his father.
