I'm at the point in the game where I am on Outset Island looking for the item that will help me walk through the bad winds on that other island.  This guy is telling me turn this crank by pushing a switch.  Where is the switch and how do i get to it?

Which guy are you talking to and what does he say exactly? I have played through the game, but I am not sure what you are talking about. Give me some more info and I will help you out.

i think he means the iron boots to get past the winds blowing on the Earth Temple Island.
Iron boots are at Ice RIng Isle. You'll need the fire arrows.

i think that's what he means.
if not, then i have no bloody idea what the hell you're on about.

Yes, I am looking for the iron boots, but i don't have the fire arrows to get them.  Just regular.  How do i get the fire?

To get the fire and Ice arrows, head over near Mother & Child Island and look for a giant tornado. Head right at the tornado and the Wind God (Frog) Will come out, hit him with your regular arrows until you defeat him and he will give you the ability to warp using his tornado. Now warp to Mother & Child and you will land Inside the Island where the Fairy will give you the fire & Ice arrows.

Once you get the fire/ice arrows there are two islands, one if covered in ice (ice ring isle) and the other is an erupting volcano (Fire mountain) and the arrows to freeze the fire/melt the ice and complete the mini puzzles to get the items you need to get to the two temples.
