With the way that a traditional Japanese business like Nintendo, operates a lot of people including the NWR podcast has speculated NOA isn't very autonomous. Not that its hard to see, but imagine if instead of a proxy like Reggie NOA had an aggressive player in the industry out there wheeling and dealing with these developers and indies.
