Silent Hill and Resident Evil are similar in layout and controls only. I don't think it's fair to compare them.
Silent Hill is insanely easy. That's its biggest problem. Given that there are only about 3 or 4 different kinds of enemies in the games, and they can be taken down in a matter of seconds without much risk, the game just isn't very stimulating in that regard. Many of the puzzles are INSANELY out of place, and there are quite a few that just don't make any sense whatsoever (the blasted head puzzle in SH2 comes to mind). However, Silent Hill has a very deep plot, and even though the monsters are harmless, the general atmosphere of the game has you terrified anyways. It gets to you in a very subliminal manner. The game has next to nothing for replay value though. The games are among my favorites, yet it's always a forced thing to go through the game again, simply because all the scare has worn off after one time through the game, and it's just repetitive.
Resident Evil prides itself on difficulty. That's where the real scare comes in. You have to invade an unexplored, zombie filled area, that could have all manner of very dangerous creature living in it, and you will be short on both ammo and health throughout the game. The zombies themselves are not that difficult to avoid unless you are in closed quarters with them, but there are plenty of more dangerous creatures in the game. The puzzles are out of place, but they aren't overly difficult, and there is some logic to them. Replay value is great with the game, as the game is always difficult, and in the next times through, you can try to optimize your techniques, to try and beat that insane guy who finished the game in under an hour... (but that's another story) The story for Resident Evil is a very in your face B movie style, that is entertaining, but not really that scary. I consider Resident Evil to be more action than horror, but it seems that Resident Evil 4 might be changing that to become a little more on the Silent Hill side...
Basically, what I am saying is that while Silent Hill might be smarter, and a little scarier, Resident Evil is an actual GAME.
That being said, I am not sure which one I prefer. At times I will say Silent Hill, and at times I will say Resident Evil. It depends on my mood at the time. I really don't believe that one is ultimately better than the other though.
