As of 10:30pm Pacific, here's what I get from the e-shop:

Down again! Arrgh. They took my money, let me download the Pokedex, and shut me out again.

Maybe I should just trade in my 3DS for the Sony Vita when that comes out. Sony would never let its network and online store crap out like--- oh , wait.

Yes... and no. You have to download the "Nintendo 3DS Transfer Tool" from the DSiWare shop on your DSi/DSiXL. Then, launch that program while, on your 3DS, going into the system settings and selecting "System Transfer".

Follow the prompts and - if - you can get connected, you can then transfer data.

It gave an option for custom or full transfer, but kicked me out before I could mess with it any more. I want to know if I can select individual titles for transfer or not.

You can do individual titles, and even just Wi-Fi settings, Photos, or Music. Unfortunately, if you choose individual you have to do them one. at. a. time.
It's pretty awesome, actually. A bunch of Pikmin run over to the other system to deconstruct the DSi titles and rebuild them on the 3DS.

Geesh, Nintendo... Why do you hate me? Between mine and my wife's DSi, I have over 30,000 points left. You're really going to make me download the title to my DSi, then send it to my 3DS... one at a time?

Also, Pinball Pulse is currently nontransferable, though I assume that will be resolved at some point. I asked the company about it, but they told me to talk to Nintendo.
