It's a fact that Miyamoto revealed that a MGS game was in the works for Gamecube.  It's entirely possible that this magazine is merely interpreting that to mean MGS4.  MGS3 is already a PS2 game in the works so, using some very weak logic, the Gamecube game has to be something different and thus MGS4.  My theory is that this is the same MGS game that was confirmed a few weeks ago and it is still unconfirmed exactly what it is.  If it's a new game it could very well be a sidequest game like how RE: Code Veronica isn't RE4.

Something that would be really interesting is if Konami released MGS3 & 4 at the same time on two different consoles (PS2 and GC).

Well Ian while that theory could make sense the article itself somewhat outrules that possibility.
The article itself backs up on more than an assumption of it being MGS4 just because its exclusive to GCN which MGS3 isnt.
I hope you understand what I mean.

One question, if metal gear solid 4 is exclusigve for the gamecube, will metal gear solid 3 be on the gamecube?

Even though it would be pretty sweet that MGS3 would be exclusive to the cube but i wouldent count on it.

It was probably a typo, so the article must have meant MGS3. I mean, MGS3 has hardly been unveiled, and there's already talk of MGS4? Come on people.

I'm not so sure yet if its mgs 3 or even mgs 4 which is supposedly a typo. It could possibly be a exclusive mgs that breaks for the regular line like a prequel or a mgs game with some sub-title kind of like Resident Evil:Code veronica which ever the case I'm just glad we are even getting a mgs but if its exclusive and orignal and co-developed my miyamoto and Kojima it would be extar sweet.

If its an new original exclusive title they must have given Konami so serious dough to get them to pull a 180. I must say lately that nintendo has been more aggressive trying to get third party support especially after some developers have been trying to ditch them. I think is cause Iwata-san is changing everything for the better if Yamuguchi was still here this wouldn't be happening.

Guys, from other sources that I've read in the past MGS 3 is actually going like Splinter Cell.  MS paid enough money for Konami to have time exclusive rights to the game which is still undetermined.  From rumors I've heard the GCN MGS is suppose to be a totally new game.  I can't wait.  Hopefully it does well enough that Konami will give better support to Nintendo so that we'll see more of their franchises on a Nintendo system.  A new Castlevania or Contra maybe.

(Meaning remakes of Metal Gear, Metal Gear 2: Solid Snake, Metal Gear Solid, and Metal Gear Solid 2.)

omg they should have the original metal gear from the NES as a hiden game in what ever version of MG they bring out on gcn everyone loves history and hiden games ^_^

Yes, ALL of them, but that still makes some of them unexclusive because they were on other systems before.
