It was Billy, it says so at the top of the interview.

Perrin Kaplan localized Super Paper Mario. CONFIRMED!!!

Dude, I love Perrin Kaplan interviews done by Billy. He always brings out the best in her, and she always leaves him so flustered! You should see how she totally gets her FLIRT ON in the E3 2006 video!
