Nothing at all. As a matter of fact, the controller shuts off and acts as if the system is not even on. I guess it just goes into "Gamecube Mode" and stops all the Wii functionality.
Perhaps I am wrong, but it seems like there is enough extra power in the Wii that a loose process for controller functionality could've been kept running in the background and allowed the user to get to the Wii menu that way. Like I said, I could be wrong but I don't see why it's not doable. I understand emulation isn't happening, but if they slightly modified the core competencies of the Gamecube launcher to include a Wii process (blue tooth and a small program listening for a Home button push), I don't think it leaves the realm of possibility and doesn't seem like it would impact Gamecube performance.
But I'm guessing the engineers at Nintendo know more than I do, so they didn't do it, or it was more work than it was worth. Either way I doubt we will ever see the functioanlity in place because it isn't going to earn them anymore money to do so.
