3rd party hardware?

OK, I have a quick question.  For 3rd party hardware, does Nintendo have to approve of it before it is released on the market?  I know they don't give it the "Nintendo Seal of Quality," but do they have to approve it?  For example, if Mad Catz or Interact were to make a keyboard peripheral, would Nintendo have to say, "Yes, we approve you to sell that on our system"?
