I may have it. It's a meeting place in an emergency. The scene depicted is a family. The upper left circle is the father's head. Next to him is the mother, leaning her head to the side as she holds a baby. The smaller circle is the baby's head. The clearly depicted human figures are their son and daughter. The "robot" is the mother's body, partially covered by her children's outlines.
At least, that's the only way I can look at the sign that makes any sense at all. The mother's head is far enough off kilter that I had trouble coming up with an explanation for it. I at first thought that the small circle by the mother's head was the father's hand, as if he had his arm around her and she was leaning on his shoulder to show the familial bond, but that just seems too complicated, and it doesn't make sense that the hand would look like a circle, anyway.
Another possibility is that the mother has been decapitated, and the father is reaching over to hold her head in place while they pose for a picture before the savage natives, who have the family surrounded and likely cut off the woman's head, kill them all.
