Everyone gets confused by the positive/negative thing.  Negative reinforcement would mean taking something away (negative) in order to encourage the behavior (reinforcement), which in this case appears to be making overambitious games at great cost.  I'm not sure what exactly you could take away to encourage that, but I am pretty sure that we don't want to do it.
