Gamecube: setting date and time for the first time

A while ago, when I bought my cube and turned it on for the first time, there was a message that said something like "you must first set the date and time. press any button to continue." (don't remember the exact words, but the meaning is clear). After pressing a button, it switched to the main menu.

Recently, I had a little accident with my cube and it was damaged beyond repair, so I bought a brand new cube, but when I turned it on for the first time the message didn't appear and it went straight to the main menu. It made me wonder two things: first, if the folks at the store might have been using the cube before I got it, and second, if there's a way to make that  message screen appear.

So, I ask if anybody knows if

1) The fact that the message didn't show up the first time I turned my new cube on implies that the cube has been used before? If the new cube really has never been used, why the message appeared with my first cube and didn't with my new one?

2) Is there any way to make that screen appear whenever we want?

if you leave the lid of the cube open when you power up, you can go into a menu to check/change the time on the system.
