The new shows Gamecube titles have this, so it's only right that the old shows arcade game titles should as well.

THe new cast supplies the vocies for the new games, so why not replace the old standard voices for the arcade game with the original casts voices?

Each turtle would have a specific attack phraze shouted out once every minute or so(Rob Paulsen for Raphael, Cam Clarke for Leonardo, Townsend Coleman for Michelangelo, and BArry Gordon for Donatell), and same goes for the main villains, (Pat Fraley as Krang, and James Avery as Shredder).  And if they are indeed including the other console titles on the Gameboy Advance release of the game, maby they could add extra voice tracks as well...

The technology was there to insert these guys into the games, but for some reason they decided to go with unknowns.  It's only fair to add 'em back in ..

Where can we write Konami to suggest this?

Voice cmments in combat are generally annoying unless they're prescripted and only occur once per game, anyway (the one-liners in Serious Sam come to mind). Hearing your character shout the same three phrases over and over again makes you want to turn off the sound or throw a brick at the TV. Nintendo fell into that hole with the Super Mario Advance games (though, since they're portable, the sound is off most of the time, anyway)
