To be fair, Sakurai specifically said "rarely," not "never." Ultimately, he has final say and will pick a character if he thinks it works.

As for Mother, Lucas was supposed to replace Ness in Melee before Mother 64 was cancelled. Then, Lucas was already in Brawl before Shiesato Itoi said he doesn't plan on continuing the series. Maybe we'll see Paula and/or Kumatora was Ness and Lucas alts, but there's probably very little chance of seeing Poo or Claus.

Though I will say the Facebook page isn't absolute. We've gotten word from a Nintendo rep that all characters will be taken into consideration. Just keep in mind the highest vote doesn't guarantee a character.
