Question about the Nintendo Network ID

When the 3DS gets Nintendo Network ID's, does this mean the 3DS and Wii U will share the same friend list too? And can we add friends by simply entering their username?

According to people who already updated their 3DSs, you can't add friends by their Wii U NNIDs.

Really Nintendo? Way to fragment your userbase. Jesus Christ they can't get anything right. Nintendo Network IDs are on the 3DS, and it's getting Miiverse soon, so why can't we just add people by their ID's?
