Before I make it I'd thought I'd ask, Khush, Isanolord, Shaymin, Bob, etc. If it's ok to make an alternative history thread were people muck around with the world map, describe different history ideas, etc. Would this be ok or would it be against the rules?

Not to get too Star Trek nerd on you, but wearing red in the 24th century is easy. The TNG-era equivalent of the redshirts are the people in gold. Starfleet must have felt the need to mix it up due to bad PR (and Patrick Stewart didn't look good in gold).

No. The meme is in reference to how a nondescript red shirt wearing crew member would often be killed or injured while the main characters survived when in conflict or attacked in the Original 1960s Star Trek. It was done so often that it was sort of a trope of the series and there's plenty of memes about it. Like these:
