Issues with parent controls on the 360

My nephew's 360 account doesn't allow him to play or download M rated games even though the parent controls have ALL been set to "Allowed". This is annoying both me and my nephew because the game blocks a lot of games despite the settings being different. Is there any way to solve this? Why is the console not allowing M rated games even though the account is set to allow them?

What would happen if you turn the parental control system off entirely?

Well, there's no real option to turn off parental controls from what I've searched. It just asks you to turn parental controls off during different sections.

I remember having a similar problem with the Xbox Live Community Games. Try:

Edit Profile > Privacy Settings > Member Content > Everyone

Also, if he has a child account on XBL I don't think he'll be able to play/buy anything M-rated.

you are right, if there is a family account, then the controls are in place, if there are not any family accounts, then there are none.

I may have to check into this. But the thing is that I don't recall creating a family account. Also, this only happens when my nephew's 360 is online. When its offline the console accepts every game.

well across the net should not matter at all.  How many avatars/profiles are on your system?  and, the 360 will not allow you to change reguardless of what you say until the family accounts are gone  (accounts = profiles)

There are two profiles, both for the same player (though one of them is the main account).

How do I delete an unwanted account? Maybe I should check that account and turn off its features?
