No, going from 480i to 480p is like gaining the clarity of a VGA monitor, where you can clearly see that pixels are straight-edged boxes with practically no color bleeding or blurring (CRTs for the win). And since complete frames are being drawn, you get to see ALL the motion from games which operate at a solid 60fps -- no scanlines or ghosting effects.
Higher framerates *are* "better graphics" and are better for gameplay, and it's more lifelike.
Games have been running at 60fps since the NES. In this age of "new" hardware, taking a step back should not be encouraged.
