from what i know 4 people can be in a town at once

Tag
It wears a  red shirt, non  its  where  blue  shirts,  no  tag backs, player hits other player with shovel,  if  hit player changes shirt color to red and it changes shirt to blue

Hide and seek
same shirt idea,  except when  found players become group.

capture the flag
teams of two, red and blue, if your hit with a shovel you change to green and drop whatever items you have. You must then  go to  base to change back  to  color. Players must take 4 items to base,  but only one at a time. He  who  gets all four items in wins.

these game rely on people following the rules, otherwise  they  wouldnt work.

would these work? i just devised  them

Those should work...

We could set up races, make the track with the shovel by digging holes around the outside, and have pitfalls in the track at some points.

You'd have to set up the track when everyone is in town.  Someone leaves or enters (or if everyone goes indoors) and the shovel holes go poof.
