Go to the top of your page and click "profile"

Then, go down, and where it says "External Icon" put in the name of the site where the image is.

You need to have it upload on a hosting site(Photobucket.com) then put the URL of it in your profile.

This will confuse me. I actually dislike it when people change their avatars, as I tend to remember people more from what they look like (avatar) than by their name (username). Bill's constant avatar changes would be horrible if they didn't at least all center around anime chics.

New avvy. I made this up in Paint, taking what I learned from making shirts in AC and decals in Mario Kart.

However, I do require some assitance. I don't think Paint can do this, but if it can, could someone tell me how to make the white parts "transparent"?, so that the background matches the color of the PGC page?

Well, you'd need to delete the background, but I don't think Paint can do that... maybe there's an option where you can select what you want and save that selection only, but I'm not sure..

Here's the easiest way to do it in Paint. Just take a screenshot of the PGC forums (Print Screen) and paste it into Paint. Use the eyedropper tool to pick up the grey value and just paint bucket it all over the joint. Magic!
