You need a couple lines of "funky programming code". They're buried somewhere in this thread, IIRC.

You also need an avatar host that lets you put up funky programming codes. This is the hardest part. Most/all free hosts don't let you put up funky programming codes, because that would make it soooo easy for anyone to hack them. You need to own your own website, hosted on your own servers. Then you can do whatever you want.

Once you've got that, then you just upload a bunch of avatars, and upload the code that picks them randomly.

You need a PHP (that's the funky code) enabled host. I've scourged the internet for some free ones, and while it says that they enable PHP coding on their advertisments, when you actually sign up you realize that the hosting site is just so RETARDED that either they don't really allow PHP, or you'll never, ever, ever actually figure out how to use it.

Trust me, I've spent a long time signing up for probably a couple dozen free web hosts, and I could never do it. Some were so screwed up that I couldn't even upload pictures, or at least figure out how. Makes me angry =p

I already have a bunch of avatars from Super Mario Bros Super Show, so I guess I'll just have to randomly change them every time I log on. How archaic.

EDIT: The good news is, I went back through this thread and found out how to do random avatars (way back on page 58, when you have it set to display 20 posts per page). The bad news is, like KN said, I don't know of a hosting site that allows PHP files.
