Nope still haven't seen the right answer, another clue perhaps...in usage it is actually placed between a woman's breasts, so think of something that is almost always exclusively 'worn' in that fashion. It's not something that can be used anywhere else in practice. It doesn't have to be a woman's breasts either...a man could place it in the same way there's just nothing really holding it in position as effectively.

This is a pretty hard riddle, I usually just mull riddles of this calibre over when I'm driving to Uni and whatnot.

It fits between breasts, would fit into any hole, will get longer when you break the chain, but in order to do that, you need to jerk it off the person's neck.

Or perhaps a life vest? Those inflate when you jerk the valves on them and they technically fit between breasts.

This riddle fails because if you jerk hard on a seat belt it stops because it thinks you're in a crash. Slow, even movements work best.
