Ok I'll explain, it is misnomer of the saying "You can't rush quality" which is sometimes seen on signs in restaurants meant to discourage customers from complaining about long wait times, the defence being that in order to make good quality food the chef must be given time to work their magic. The title flips this saying on it's head with reference to the other saying "Quality over Quantity".
It could also be interpreted as a reference to how the forum is under going a bit of a dry spell in terms of quantity of posts.
