Read an old topic and I'm curious

Call me ignorant, but what, exactly, is ghosting? Like, over the text or whatever, I was reading an old topic and I have to wonder what exactly it is.

well yeah, the image duplicates it's self a little bit, usually white text on black background (or that sort of thing), also you can see it on poorly tuned TV's, seeing two images when there only should be one.
