Just because a game was delayed doesn't mean the developers have the budget to continue working on it. Some completed games have been delayed for seemingly no reason, like SSBBrawl.
I thought it was loosely confirmed that it was delayed due to the online problems.
The US version of the game was delayed one additional time after the Japanese and US release were delayed simultaneously, and the game was being translated into English as Japanese content was being written, so it's hard to say if there was a meaningful purpose for the English delay.
As far as The Conduit 2, goes, I don't think the delay is a bad thing. So many people are aware of GoldenEye from the N64. Virtually anyone who played the N64 knew of, and liked the game, so long as he or she liked first-person shooters. It was the "must-have" multiplayer shooter of that generation. Point is, it has a high reputation. With any luck, The Conduit 2 will make it out right about the time the general public grows tired of GoldenEye, and it could become the rebound game. I don't have any inside info, and it isn't like it means very much, but the game did seem to be coming along nicely at E3, and the developers didn't seem to hint at any delay at that point in time.
