Why are some screenshots good, others blotchy?

I checked out the review on Gamespot.  Some of the screenshots looked blotchy, but other look great (clear/detailed).  Is this because of the way they took the first set of screenshots?

The first screenshot was taken using TV/video capture hardware on a PC.  This process *always* involves some loss of detail and color vibrance.  It may have been captured by the game maker, or by GameSpot.  (I also think that's an early version of the game.)

The second screen was captured directly from the development kit.  It's basically the pristine computer image drawn by the game system, and is representative of what you'll see when displayed on a good TV.  Direct screencaps like this tend to be supplied only by the game developer/publisher.
