Nintendo Gaming / BUnch of questions

Hi,
I have Pokemon Sapph., and I'm busy fighting the pokemon league. I catched Kyogre with an Ultra ball, because I couldn't find the Master ball. I heard people saying that the master ball is in the Aqua hideout, but the hideout already closed down. But I can also remember that someone said that the Masterball is in New Mauville.
My second question is about Johto and Kanto, can you get back there?
Third: How can you catch Latias/Latios???
