nope, not a tie.... because Mantidor and Stevey voted when the voting was already over... but if their votes count, then it wouldn't be a tie either, because Garnee would've 5 votes and Stevey 4...

I was under the impression that the votes count until Khush called it over, though I probably am wrong.  How does it normally go?

Yep. Athrun has it right. Sorry Stevey. The rally was just a few minutes too late. Leave for awhile thinking it is all wrapped up and this happens. The vote ended at midnight as 4-3 in favor of Stevey. The great Ganondorf has battled Vaati all day but in the end, Ganondorf goes down. Story to come.
