When you're Guy, you can wall jump, you can get awesome new shoes, and you can investigate people. Too bad NuclearSpeed couldn't investigate his way out of a Mad Gear hit! Hurrrr!

Meanwhile, in keeping with its fine tradation, the citizens of Metro City voted Arthun Zala, today's big winner, out. Out of a cannon. The townie was shot out into the harbor, never to be seen again.

Yeah, I believe it is.  Ty didn't have any sort of posting/voting stipulation in the rules, so they can not show up at all if they want.
