What are the rules for Avvy's.  According to my avvy I did something wrong.  What did I do wrong?  There were no rules listed under avatars.

There most certainly are.  Both in the Forum rules (a link is at the bottom of EVERY page), and there is a post in Forum Announcements as well.

The THIRD paragraph (you didn't even need to scroll to start reading it) ...

You may add a custom avatar (also called a "author icon") to your profile.  It should be no more than 64x64 pixels in physical size, and no more than 20KB in data size.  It should not contain any offensive graphics or needless animation, and you agree to remove or change your avatar if requested by a moderator.  Planet GameCube Forums reserves the right to remove the avatar feature at any time if it is deemed to be causing problems with page loading times, or causing unnecessary strain on server resources.  Use of images in your avatar falls under the same rules as linking to any image in the Forums ... they must be hosted on your own personal webspace, and should not be linked to any other site's bandwidth without their knowledge.  Violation of this rule will result in your being banned from the Forums.

does 20kb equal 2000 bytes when you look in the picture properties? if so, there are alot of people breaking this rule.

Oh suggestion: Put the size limit for avatars right under the place where you select your avatar in the profile...

Am I not allowed to make an avatar now, I have been trying to add one that complies with the rules, but it doesn't seem to work..

The size is 378 bytes, and it is 63x63

Well my problem is fixed as well, still not sure what was going on. When I would select update, the link would disapear.

No need to bring it up publicly, but no, no one complained.  I think I explained pretty well that while it was borderline, it was still pushing it, and I'd rather not have that on the boards.  The only reason I didn't have you remove it on the old boards was that I wasn't around much then and I didn't see it.
