Warning, seriousness follows.
It's a commentary on industrialization, war, and terrorism. I daresay the guys that are worshipping the original machine are roughly analogous to Saddam Hussein's Iraq and the second group are the U.S., with the eyeballs being the spoils of war (oil, duh).
The resurrected robot that destroys the "American" empire is a terrorist group or "rogue" nation. The author thinks we are headed on the road to destruction, as shown in the last scene where only wild birds are left to appreciate the weird eyeball thingies that the machine is spitting out.
Of course, this is all coloured by my experience as a Canadian. The first thing I'm always going to think of when I see an agressor is the United States, seeing as I live right next door to the U.S., and watch all of its military exploits with the idea "that could be us" in the back of my head. But this is getting too political, so...
