Europe has had quite a few different 3DS promotions, but as far as I'm aware they've all been related to the purchase of specific titles. This promotion seems far broader, as it doesn't specify which two games need to be purchased in order to be eligible.

Kid Icarus wasn't on the eShop anywhere in the world prior to this, was it? Does this mean I may be able to get it as a download b/c screw the stand?

Give me this promo, and I'll cash in Kid Icarus on the spot - I'm already getting three games this fall for the 3DS just from Nintendo.
