DoW2 has no base building at all, your party is dropped onto the battlefield from orbit and then you start moving out. You can take control points which you can retreat to and special buildings that grant you favours throughout the campaign (e.g. the ability to drop defense turrets onto the map) but there's no real territory, resource (beyond items like med kits and grenades) or base you have to deal with. WC3 was an RTS with heroes in it, DoW2's campaign is ONLY heroes. You take four of them and that's the entirety of your force and each hero is a different unit type (Force Commander, tac marine, scout, heavy weapons team, assault marines and dreadnaught). Then it comes down to utilizing cover, special abilities and general strengths and weaknesses to win.
