And doesn't the game have to incorporate use of the GBA linkup cable in some creative way?
Square set up new development house so that it could make games on the Gamecube. They used the FundQ to help do it which guaranteed they had to make at least one game for the Gamecube. It also will use the Gameboy Advance in some manner in order to fulfill their agreement with Nintendo.

The program was set up by the former president in hopes of garnering more third party support specifically to bolster Nintendo's assortment of games. Sadly, it looks like Nintendo is boosting Gameboy Advance more at this point. I'd rather see the GBA side of the linkup being a teaser to the main Gamecube game. Afterall, people should play Pokemon on the handheld and salivate over what Pokemon on the Gamecube is. Not the other way around where we get teased on the Gamecube and yearn for the handheld version.
As for how you can apply for this program, you could check on Nintendo of America's site for information. If that doesn't help, contact their public relations. If they just lead you in a circle... I don't know of anything else. Except for maybe checking out their Japanese site. Maybe someone around here will help you out and throw you a clue.
