I think the vouchers would cover that concern.

If they only have 50 of the advertised 60% off TV's then they should make sure that the 50 are accounted for before they open the doors if selling them is a concern.

There are obviously 500 or more people in line so it's not really a concern on if the TV's will sell, so you hand out the vouchers starting at the beginning of the line so that you know they have all been sold before the doors even open.

The only store I've ever seen use vouchers before opening was Staples. They only did it so that they could more easily pull customers aside (both in line and during checkout) and utterly grill them on buying extended warranties on the crap.

Stores like Target have used them before for stuff like video game system launches.

The first time I went out for Black Friday, Best Buy used them and it allowed all those people that showed up for only one item decide if it was worth waiting the extra hour and rushing around for nothing, it also let the people in the front of the line rush for the other items on their list since all the vouchered items have already been accounted for.
