I want to know if theres any way(in windows xp) that I can restrict users from downloading and installing programs. I know some user accounts automatically prohibit installations, but how can you choose restrictions manually.

If if are under an admin account, just create regular accounts for the other users and restrict the hell out of them.
Edit: I mean, install Linux, problem solved.

It is also much easier if you are running WinXP Pro vs Homer. The Pro version has many more security and admin features in it.
