Nintendo Gaming / How to access Gamecube options?

I know that if you turn on the gamecube without a disk in it, it goes to the options where you can delete stuff off your memory cards.
What I want to know is, is there a way to go to these options without having to turn on the gamecube without a disk? Sometimes when I turn on the gamecube with a disk inside, it goes to these options. Do you have hold certain buttons in order to do this?
