Nintendo Gaming / Shinyaku Seiken Densetsu developer

Maybe I'm just confused. The game is developed by Brownie Brown, right? They're a Nintendo second-party from what I understand. So what does Square-Enix have to do with the game, other than property rights to the name? Are they just publishing it? Seems weird to me. Thanks.
