Maybe, but two of the three control schemes don't use those buttons at all.

I don't think that's the reason. They could have used some kind of button combo to dodge up/down in water, or just leave it out. It isn't a necessary feature.
I think they just wanted to make a cheap game because it is a portable game.

True, but this is the same company that has (repeatedly) churned out Mega Man games three different times from three different series, thus burning all of them out. Street Fighter once received similar treatment, and I'm sure plenty others have as well.

Exactly. I've heard that Monster Hunter Tri is actually the seventh game released in the series, and there isn't much different between any of the versions. I'd guess they aren't going to put much effort into the games until they absolutely have to, when sales slow.

From what I understand, Peace Walker's about on track to match the performance of all the other Metal Gear games (sans Acid) since 3. It seems more like the series has found a faithful audience.
