The rule must be recent, maybe even just for the eShop, because WiiWare had games released in Japan by non-Japanese companies (like Shin'en self-publishing Fun! Fun! Minigolf in Japan).

Oh insane Japanese Nationalism...some things never change. Well, for the sake of the smaller developers Nintendo's been claiming to support, I hope Nintendo lifts this stupid restriction. It's not like Nintendo's in ANY shape to be making demands on developers supporting their hardware.
I'm sure Japan would say the same about this poor attitude right here. This almighty entitlement is why there's no communication.
