Developing for iOS

Does anyone know of free programs to develop for iOS? Not necessarilyfor games, but just for something like education apps. I can't seem to find any that are free.

I dunno what it costs to register as a developer with Apple, but Xcode is free.

Yeah, but from what I can tell Xcode is only available on Mac. I don't own a Mac.

Unless something has changed at some point, I'm pretty sure you need to have a Mac to develop for iOS. As Brandogg said, though, doing a Hackintosh thing might work.

Adobe Air works on iOS. You just need to know ActionScript 3...
