Considering there really wasn't much choice and most of the girls in SO3 were useless (hellooooo? Why do I get two Lv. 1 characters when I'm around Lv. 40?) that's to be expected. Of course you always have to pick favourites if the game doesn't share experience among your entire party (like, say, Tales) or at least autolevels the characters that are dragging behind (Anachronox would often raise the level of all characters that were falling behind when you progressed the story) so characters that start useless often remain useless.

mainly I think you get 2 level 1 characters is so you can try a shot at getting the battle trophies that require you to go up so many levels after one battle, and that will be very easily done with a level 1 character as opposed to a level 40 character.

Well, BT's let you do some useless stuff like change character costumes or more usefull things like play the game on harder difficulties, if that is you kind of thing.
