Component Cable Mod work with PAL ?

Hi I have a questions regarding the component cable mod.
1. Is the mod compatiable with PAL systems?
2. Sound is achieved through the AV cables right? How would I get the sound on my computer speakers (they are digital!)

Hope someone can answer these questions
