Nope, they are WORSE...Those other developers can at least use the excuse that they don't have a lot of money to budget good games...
A small company with not a lot of capital doesn't mean that they just have to resort to steaming piles of crap. Take a look at Majesco ( I actually live 25 minutes away from them!) sure they don't have the best track record however they did make good decisions with publishing Psychonauts, the Microsoft partnership with the DS titles (mainly Age of Empires), Blast Works, Cooking Mama. While Majesco has lasted long they went from near extinction to jumping the shark and climbing up the mountain.
While Ubisoft development teams aren't up to snuff as much anymore, they still make good decent choices localizing Japanese game and bringing them to American and PAL shores. My main problem with Ubisoft is that their approach with casual games just suck, the only good ones they did are the My word coach and my language coach series and Rayman Raving Rabbids(I like that series for some reason) but for the casual games approach they are just flooding the market mindlessly, a lot of companies big and small did things right for casual games such as Cooking Mama, Boom Blox, Brain Training, BBA, Wii Fit, De Blob, Scene It!, Sing Star, Rock Band, Karaoke Revolution, Blast Works, Guitar Hero(before Activision swooped in a milking the series to hell, 4 games of the same brand in a fiscal year is never a good thing), Drawn to Life.
