Nintendo is the main developer, but is getting help from Namco is my guess as to why Nintendo is listed as the developer.

Considering how well Konami's games could perform on GameCube, I think they are the single worst publisher of this generation in terms of GC support. At least companies like Rockstar can claim that their series might not sell on GameCube.
